I've found Shared pathways to be highly variable depending on who else is using them which is linked to where they are.

Hagley Park shared pathways are great - riders and walkers generally coexist nicely.

Cambridge Terrace is the opposite - perhaps its a higher proportion of tourists, or perhaps more dawdlers instead of exercisers, but you have to keep your eyes open. Personally I stay on the road through that bit, and totally take the left lane because 1) its not finished and 2) drain cover slots running parallel to the wheels.

Perhaps sharrows would have been better for that ~200 metre stretch by the river? Or the bike lane on the Square side of the river ?

In short - mixing riders and pedestrians has the same issues as mixing cars with riders. Its generally OK in low density, but when the quantity thickens up, we're all better off separated.
