					<description><![CDATA[Good piece on Aussie Lenny Boy. Re not wearing helmets. Found in WA helmets were not mandatory where vehicle speeds were reduced. Fremantle is one example. But don&#039;t know if eastern states have taken this up? Disappointing to see Aus going backwards in some respects. For a time they were the envy of us Kiwi peddlers. I know WA is spending millions to bring unity into cycling infrastructure. A result of not thorough planning  to begin with. For all that I enjoy cycling Perth and environs.]]></description>

The observed speed data after construction showed that average traffic speeds were down to about 40km/h so it was a good fit. Hopefully this year we should see a number of new 30km/h zones (including the central city), so that will make it easier to expand the network later.]]></description>
