I can’t help but re-emphasize the importance of 360 visibility among cyclists. Something as simple as the Halo Belt http://www.bellsandwhistles.co.nz/collections/bike-lights/products/halo-belt could save many lives on the road.

In the data I've looked at since 2006, in more than HALF of the bike vs motor veh cases the driver did not see the cyclist (or in a few cases, saw them too late); some still didn't know what they'd hit after the event. That was a pretty staggering factor, and the presence of hi-vis or otherwise made no difference to those stats.

Many people seem to only look for cars and trucks when making rash moves and the ‘look for motorcycles at intersections’ campaign I think confirms it.
Moving motor traffic serves as a cover from peripheral leapers but shuffling or gridlocked you soon learn motor vehicles, pedestrians and cyclists alike won’t necessarily look for, let alone see you.
Recently I came close to colliding with a cyclist presumably listening for motor vehicles and it wasn’t the first time so I think encouraging people to actually look for more than just cars and trucks would help.

I will be making a submission on behalf of Spokes. It would be great if as many people as possible could attend that hearing, especially those involved with road safety.
